Apparently, NESARA has been a top-secret global initiative against the New World Order, formed by the wealthy European families, including the Rothschilds and the Rockefellers.  Official US government web-sites have only recently been allowed to even acknowledge that it exists.  The United Nations has a World Court at the Hague, in the Netherlands.  Although there is no official documentation, it appears that March 22, 2004 was determined to be the day that the news of the NESARA bill becoming law would be announced, continuing for a 45-day period.
